Barnwell County Emergency Management is responsible for the coordination of preparedness and emergency response activities that may result from man-made incidents or severe weather conditions. This department develops and maintains the appropriate emergency plans and procedures and participates in necessary preparedness activities. Barnwell County Emergency Management actively participates in exercises for training and readiness conducted with all emergency agencies, along with the Savannah River Site here in Barnwell County and Plant Vogtle located across the river in Burke County, Georgia.

Our Emergency Management Director, Roger Riley, is a SC Certified Emergency Manager (SC CEM).  This designation comes from the SC Emergency Management Division and the SC Emergency Management Association. The SC CEM designation raises and maintain professional standards in emergency management and certifies the achievement of that standard within the profession in South Carolina. It requires extensive documentation of qualifications, years of experience and participation in a full-scale exercise or real event, and extensive training including 100 contact hours in a combination of mitigation, preparedness, response and recovery.
